Executive View
Top Level Objectives
The primary goals of a typical Decision Support System for Governments are to:
- Create an enabling infrastructure for geospatial data at a national level
- Make organized spatial data availableo communities and local, state, regional and national levels of government
- Help sustain economic growth through optimal delivery of applications
- Empower Government staff at all levels to provide enhanced services to its constituents
- Empower Government to make informed decisions based on current and easily accessible data
- Make organization structures transparent to service delivery
- Empower Government agencies and stakeholder services delivery through sharing spatial and non-spatial data
Solution - Innovation
Key features of this highly versatile solution include:
- Seamless integration of spatial and non-spatial databases
- Support for almost all popularly used databases including non-relational databases
- Tight data security based on easily configurable access privileges down to data field and geographical boundaries
- Ownership of data and editing rights retained by data creators
- Complex queries that span multiple databases while extracting only required information
- Spatial data from multiple sources such as Google Earth, Virtual Earth and GIS platforms such as ESRI and Intergraph
- Browser-based, end-user interfaces permitting familiar access over the Internet (no need for desktop application)
- Multi-lingual support for menus and interface in local languages
Advantage - Insight
Rolta's Decision Support Solutions enable optimal decisions based on a fusion of disparate data -spatial, demographic, infrastructure, financial, and more.
Benefit - Impact
Organizations can expect better planning, decision making and monitoring of development schemes leveraging existing data and IT investments through the seamless integration of rich information currently locked in information silos across multiple agencies.
Management View
Business Objectives
Central Governments are challenged to:
- Create single-window applications for uncomplicated sharing, analysis and access of national geospatial information by decision makers
- Create a sustainable digital geospatial "warehouse" covering the entire country
- Administrative boundary maps
- Land use / land cover maps
- Drainage maps
- Watershed maps
- Parcel maps
- Infrastructure maps related to education, health and water resources
- Demography and any other co-lateral data as required
- Satellite remote sensing data
- Integrate and utilize existing data investments from various ministries and departments
- Both geospatial and non-geospatial data
- Existing ownership and control of data is maintained
- Provide micro-level security of data
- Develop web-based decision support systems
- To meet requirements of national-level programs
- To implement strategies and action plans for development
- To allow online access and updating of project data
- To provide regular monitoring of programs and impact assessment
- Analysis of data to meet the requirements of national-evel programs
- Identify priority areas for implementation of national-level Programs
- To craft strategies and action plans for rural development
- Online updating of project data
- Regular monitoring of national-level programs and impact assessment
Solution
Rolta's Geospatial Fusion™ with Service Oriented Architecture is a modern, standards-based solution architecture to create Decision Support Systems. It uses industry-standard practices such as Services Oriented Architecture (SOA) and multi-tier distributed computing platform. This solution architecture avoids single point of failure for high availability while enabling scalability via a modular server farm with session management and load balancing. The following diagram illustrates the solution concept.
Approach
The Decision Support System is based on a centralized, high availability and scalable web-based architecture which leverages SOA and Web Services to collaborate with existing external IT systems created and owned by external agencies. The use of Internet Protocols for communication, together with open industry standards, ensures disparate data from heterogeneous systems can be collated in near real time to support planning, informed decision making, and monitoring.
Business Value
Tangible business value is realized through:
- Return on investment of existing databases
- Sustainable technical architecture for the long-term - allows multiple new pluggable applications by users, industry or a combination
- Faster decision making at all levels of government
- Allows decisions to be made at the right level within government because of increased information availability
Technical View
Technical Issues
Over the years, governments around the world have invested heavily in IT solutions within their many agencies to solve challenges. These disparate systems based on heterogeneous platforms now have huge amounts of valuable data that is trapped in "silos" of information. In order to break down these silos and provide rich information for planning, decision making and monitoring, Rolta provides a unique approach for a Decision Support System based on its Geospatial Fusion™ framework.
Solution Components
Rolta's Geospatial Fusion framework is comprised of:
- Rolta OnPoint™ for centralized geospatial and non-spatial data integration over the Web
- Rolta iPerspective™ for SOA-based Web Services for standards-based data collaboration amongst a myriad of external agencies
- User authentication and privilege-based granular security including geography-based security restrictions
- Network load balancing, together with session management and scalable server farm, to support seamless growth while also providing high availability
