An Online, GIS-based Solution for India’s Apex Water Resources Body
Water Information System Data Online Management System (WISDOM) is an online GIS-based water information system developed for the Central Water Commission (CWC), India.

The project involved developing a GIS-based customized solution that manages spatial and non-spatial surface water data of 31 CWC locations. It comprises a desktop solution to manage data and disseminate it through a web-based solution.

Client Profile
The CWC is the country’s premier technical water resources organization since 1945. It currently functions as an attached office of the Ministry of Water Resources. The commission’s responsibilities include initiating, coordinating and furthering schemes for the control, conservation and utilization of water resources throughout the country. The schemes may be for flood control, irrigation, navigation, drinking water supply and hydro power development.
Business Situation
In 1995-96, the Government of India and nine state governments entered into a development credit agreement with the World Bank to implement a hydrology project. The project was under a joint financing arrangement, under which the Netherlands government provided related technical assistance in the form of grants. The project -- which was the first concerted effort on this scale to improve HIS in the country -- was to develop a system to collect, process, store and disseminate data on hydrological, geo-hydrological and hydro-meteorological quantity and quality variables.
